I think you can do that by making the MOOC learner-centred, i.e creating activities that promote learning. Many of the MOOCs focus on delivering content only to learners, they do not involve activities that promote learning, sharing and learning from each other.
The Community of Inquiry (CoI) suggests three types of presence: Cognitive presence, teacher presence and Social presence. If all these are incorporated, MOOCs can have higher completion rates.

In case you are involved in creating online courses or MOOCs, you would need all the presences: Teacher presence, Cognitive presence and social presence. To create learner-centred courses, Learner-Centric MOOC (LCM) model would help.
